Awareness in Action: Coastal Fisheries Team Visits Junior Secondary Schools

From Friday to Wednesday (24 – 29th Oct 2025) the MFOR’s Coastal Fisheries Division through the Training and Information Unit conducted Awareness school visit to Junior Secondary School (JSS) in South Tarawa and Betio – Ngaon te Rabakau, Animarao, TUC 1, and BTC JSS. They are sharing knowledge through our Fisheries Management, Awareness Campaign.
However, Students are learning about our Marine Ecosystem, the dangers of Destructive Fishing Gears, importance of No-Take Areas (MPA), and knowing the right minimum Fish Size Limit and seasonal closure for a sustainable future. Also, the students showed interest and actively engaged with thoughtful questions, showing they truly understood the importances of our Awareness.
So, we extend our special thanks to all the teachers and school staff for their support and cooperation throughout the program.
This important activity is fully funded under the Tobwaan Waara Project.

Nei Tengarengare Program Advances Local Stewardship of Coastal Resources

Our vast ocean space is our greatest strength; however, the scattered nature of our islands makes Monitoring, Control, Surveillance, and Enforcement (MCS&E) one of our biggest challenges. Despite this, the increasing involvement and collaboration of communities in implementing their local management plans has helped to ease these challenges.
A team from the Coastal Fisheries Division, comprising officers from the Community-Based Fisheries Management (CBFM) and MCS&E sections, visited North Tarawa to conduct MCS&E training for the communities of Buariki, Kainaba, Tearinibai, and Tabonibara, and to review management plans at Marenannuka, Abaokoro, and Taratai. This activity is part of the ongoing Nei Tengarengare (CBFM) program, which aims to ensure that community management plans are consistent, comprehensive, and that communities are well-equipped with the knowledge and skills to effectively enforce them.
The involvement of communities in MCS&E is vital not only for the sustainable management of coastal resources but also for fostering ownership, legitimacy, and the strengthening of social norms within local communities. Through collaborative efforts between the Ministry and the communities, compliance and enforcement at both national and island levels will be further strengthened.
The three-day training and management plan review was successfully completed with active participation from men, women, youth, and elders from each village. Sincere appreciation is extended to all participants for their time, effort, and commitment, as well as to the Tobwaan Waara Project for its financial support and ANCHORS for their partnership in this activity.

MFOR and World Bank Review Progress of PROP Programme in September Mission

A second of the year, one-week World Bank (WB) Implementation Support Mission concluded on Thursday, 23rd September 2025. The mission was led by the new Task Team Leader, Mr. Xavier Vincent, and team member, Mr. Fabio Farinosi. This mission discussed and reviewed with MFOR, MFED, KFSU, WB Country Liaison Officer and PROP Project Management Unit the ongoing progress and challenges of the PROP, a WB funded programme implemented and managed by the MFOR. With a grant of USD 19.5 million, this six-year programme has been supporting MFOR in delivering activities that contributes to improving community livelihoods and enhancing economic growth. Significant outputs highlighted during the mission include but not limited to, increased fish exports in Kiritimati, improved community-based fisheries management, solar salt production on Beru Island, reduced pet fish mortality, enhanced MCS capacity with two new patrol boats, completion of MFOR’s building design, and support to few outer islands in identifying potential fisheries areas through the completion of their MSP. The outcome of the mission confirmed as Moderately Satisfactory rating, indicating that while progress has been made, further efforts are needed to fully achieve the targets before closure in June 2026. MFOR expressed its sincere appreciation to the World Bank mission team and acknowledged the significant support from the WB to MFOR and Kiribati.

PNA Members Work Towards Strengthening FSM Arrangement for Greater Tuna Value

Revising the PNA FSM Arrangement (FSMA) framework is the focus of the PNA workshop, commenced from 20-21 October 2025 in Honiara, Solomon Islands. The workshop is a continuation of previous workshops, which places greater emphasis on improving existing criteria under the FSMA to maximise and retain more social and economic value from tuna fisheries in line with regional initiatives like the East New Britain Initiative and other activities along the tuna value chain. The workshop was attended by fisheries managers and senior officials from PNA member countries, including Kiribati. As agreed in their annual meeting, Parties target to complete this work before endorsement next year.
