Kiribati Engages in PACER Plus MELA Discussions in Samoa

Five senior officials from Kiribati were participated in the PACER Plus meeting that was held in Apia, Samoa from the 20th to 24th April. The officers are mainly from the Custom Administration and Enforcement Department, Ministry of Tourism and Commerce, Industry and Cooperatives (MTCIC), Ministry of Employment and Human Resources (MEHR), and the Ministry of Fisheries and Ocean Resources (MFOR).
The meeting deliberation focused on the MELA (Monitoring, Evaluation, Learning Adaptation) framework, serves as an overarching results blueprint for implementation of PACER Plus agreement for the second cycle 2026 to 2030, including the work program activities through project proposals with an alignment to trade facilitation specifically for the following components
· Rules of Origin (ROO) and Tariff
· Custom Procedures
· Sanitary Phyto Sanitary Measures (SPS)
· Technical Barrier to Trade (TBT)
· Investment
· Labor Mobility
The team had the opportunity to raise challenges encountered by local exporters with stringent importing requirements that do not support and facilitate conducive trading environment.
Finally, the team members conveyed their sincere gratitude to PACER plus for its support to allow the five senior officials to participate in this important meeting.

HoF18 Highlights Kiribati’s Leadership and SPC Support

The 18th Head of Fisheries Meeting (HoF18) concluded in Noumea New Caledonia after a 2 weeks long meeting.
The meeting started with a Pre HoF18 meeting (14th -17th April) followed by the HoF18 from the 20th -24th April.
The meeting focuses on Coastal Fisheries and Aquaculture development issues faced by member countries and how best SPC could addressed member issues in a timely and practical manner.
Kiribati would like to thank SPC for its continuous support and funding for making this meeting a success.During the meeting, acknowledgements and positive mention from other Pacific Member Countries of aquaculture work/facility seen in Kiribati as a great example, with keen interests to learn from and the applauding of the 3 countries in which Kiribati is among them in their commitmments in progressing work on the maritime boundaries and Ocean policy. During the meeting, SPC had made commendable progress in finalizing the Grant Agreement on the Regional Tuna Programme and happy to announce that Kiribati is the first member country to have finalized and signed the agreement for implementation at the national level.
The meeting focused on coastal fisheries and aquaculture development issues faced by member countries, and on how SPC can best address these challenges in a timely and practical manner. It also provides room for updates on some of the SPC flagship programmes to Head of Fisheries for update and information. During the discussions, several Pacific Island member countries acknowledged and positively highlighted the aquaculture work observed in Kiribati, noting them as strong examples and expressing keen interest in learning from Kiribati’s experience.In addition, Kiribati was commended as one of the three countries demonstrating strong commitment to advancing work on maritime boundaries and ocean policy.
The meeting also noted SPC’s commendable progress in finalising the Grant Agreement for the Regional Tuna Programme. Kiribati was pleased to announce that it is the first member country to have completed and signed the agreement, enabling implementation at the national level.
Kiribati extends its sincere appreciation to SPC for its continued support and funding, which contributed significantly to the successful convening of this meeting.

Handing-over of KMSPCC tools and equipment

The Kiribati Marine Spatial Planning Coordinating Committee (KMSPCC) Secretariat is proud to mark the successful handover of essential equipment and tools to its members on Friday, 24th April 2026.
The resources handed over will enhance the committee’s ability to effectively contribute to ongoing activities of the committee—particularly in data processing and informed decision-making for sustainable marine management in Kiribati.
This milestone reflects our continued commitment to strengthening coordination and building technical capacity of KMSPCC stakeholders to support sustainable ocean governance in Kiribati.
We acknowledge with sincere appreciation the support of the Government of New Zealand through Ministry of Foreign Affairs and Trade (New Zealand), whose funding made this possible.

FFA Economic Workshop Strengthens Fisheries Capacity in Kiribati

The Forum Fisheries Agency (FFA) Secretariat successfully conducted a three-day Economic Workshop in Ambo, Tarawa, from 21–23 April 2026.

Participants included representatives from various divisions of the Ministry of Fisheries and Ocean Resources (MFOR), alongside officials from other relevant government agencies.

The primary objective of the workshop was to share essential tools currently used in tuna fisheries for economic analysis, support policy decision-making, and promote sustainable fisheries management and development in Kiribati. The training provided valuable skills and information that senior fisheries officials can apply within their respective departments.

On behalf of the Ministry of Fisheries and Ocean Resources, the Oceanic Fisheries Division (OFD) extended its sincere appreciation to the FFA Secretariat for its ongoing support and capacity development to its membership.
